Background Information

The Low Level Waste Repository (LLWR) has a proud past, a busy present and an exciting future. We have managed the UK’s low level radioactive waste for more than 60 years and in July 2021 we became a subsidiary of the Nuclear Decommissioning Authority (NDA), adopting a more integrated approach to waste management across the estate and optimising use of our site, providing sustainability in terms of highly-skilled jobs, utilising the supply chain and supporting the local economy.

The industry’s waste management policies have undergone radical change since LLWR’s formation in 2007 to manage the Repository in West Cumbria and oversee a national Low Level Waste programme – and the figures speak of its success.

In 2009, 95% of low level waste was disposed of at the Repository. Today that figure is around 2%, LLWR has led the way in securing effective solutions for lower activity waste management, diverting material away from the site by utilising a range of treatment and alternative disposal routes.

As a result, and through implementation of the principles of the Waste Management Hierarchy, LLWR has extended the operational life of the Repository by more than 100-years, prolonging it well into the 22nd century and saving the UK taxpayer over £2bn by removing the requirement for a second national Repository.

LLWR has now launched the largest construction programme it has yet undertaken, the Repository Development Programme (RDP), to span 3 decades. Planning permission has been secured to allow the construction of a final cap over existing and new vaults and seven landfill-style trenches where waste was disposed of prior to the opening of the site’s first vault in 1988.

Role Description

  • To lead Independent internal regulation of activities across the organisation and assurance through a programmed regime of inspections, assessments, audits, and reviews of LLWR activities.
  • To develop a structured programme of interventions which complements the Regulatory programme and covers key areas of EHSS and regulatory risk.
  • Provide assurance to the Managing Director and Director of EHS&Q that the Site is operating in compliance with the Site Licence conditions, Environmental permit, security & safeguards regulations and other key EHS legislation.
  • To support the critical evaluation, scrutiny and appraisal of the efficiency and effectiveness of any process, projects, operations or functions on the LLWR site.
  • To have an overview of the LLWR Reporting system including interrogation of the system, involvement in pre-screening and Learning and Action Review meetings.
  • To act as Site sentencing Authority.
  • Liaise with LLWR Site Regulators and complete joint inspections with them where appropriate.
  • Represent the company at the Internal Oversight Working Group and use the external links to ensure LLWR arrangements for internal oversight reflect industry best practice.
  • To undertake the Lead Investigator role for more significant events as directed by the CEO / Director of EHSSQ.
  • To support the Director EHSS in development of the EHSSQ improvement programme.

Duties

  • To develop an Inspection Programme covering EHS, Safeguards, Security, and Quality at an appropriate frequency, as part of the overall assurance programme.
  • To liaise with the Quality and other assurance functions as appropriate to ensure assurance activities are aligned to avoid duplication and repetition where possible.
  • To work with Site personnel in the development of corrective actions and improvement plans to address identified shortfalls.
  • To work closely with LLWR’s Regulators to ensure alignment of internal and external regulation.
  • To regularly report findings of the assurance activities to the Director EHSSQ, to the Managing Director and appropriate forums including Nuclear Safety Committee and Security Governance Committee.
  • To lead management investigations into significant events on and off the LLWR site.
    To work flexibly and identify and follow up emerging trends to ensure an appropriate response, including trend in events or other trends you become aware of through the role.
  • To participate in EHSSQ improvement activities, including supporting Annual Reviews and Development of the EHSSQ Improvement plan.
  • To act as SSA as required, reviewing all learning events, escalating and reporting issues as appropriate.
  • To attend the IOWG as scheduled and bring back learning as appropriate.

Essential Skills/Qualifications

  • Wide experience of Nuclear or waste operations in a highly regulated environment.
  • Broad understanding of the regulatory and Legal framework for Site operations
  • Excellent Report writing skills
  • Strong interpersonal skills, an ability to communicate at all levels in the organisation and with external stakeholders.
  • Experience of Leading complex / challenging investigations

Desirable Skills/Qualifications

  • Qualified / chartered in one of the relevant EHSSQ Discipline.
  • Experience of a management role in operations or delivery role in a highly regulated environment would be beneficial.
  • Lead Auditor.
  • Trained Lead investigator.
